Someone explain this

Why is it that non-profits can't bring themselves to ask for competence, let alone demand excellence?

Really. I don't f**king get it. Why?

I have some theories on that--non-profits, because they don't pay as well, sometimes attract leadership that is less competent or energetic. There is the mantra of "this shouldn't be run like a business" as an excuse for sloppy work. Because money is tight, leadership often makes a decision for frugality over quality. (That's just the tip of the iceberg of my thoughts on these matters). Churches, of course, are the exceptions to this (tongue FIRMLY planted in cheek).
